In this individual assessment, students will be given an opportunity to analyse the organisational factors that promote effective project management. The success and failure factors, along with ethical considerations for each of the 5 IPECC phases, will need to be considered.

Once you have conducted thorough research about your chosen project, you are then required to prepare 1800 word report in which you are to:

  • Analyse in detail both the steps critical for your chosen project’s success and the critical pitfalls that could have led to its failure. Relate the specific success and fail factors to your nominated project and do not just describe a generic theory or simple definitions.
  • For each of 5 IPECC stages, you are to analyse the success and failure factors for each of those stages. You are required to analyse at least one success criteria and at least one failure criteria for each stage. If you are unable to identify success or fail criteria for a particular stage, you are required to postulate at least one criterion; but it must be based on sound theory and your knowledge of the case study.
  • Integrate the ethical considerations into each of these steps and show how ethical considerations may impact the success or failure of the chosen project.

Introduction
The project management assignment focuses on the development of an advanced hospital in Australia that can provide world-class care for the communities and patients. Project management is required to be considered and adopted through which the goals can be achieved. The hospital is required to be developed by considering the application of the project management phases. It includes the below provided IPECC phases with the success and failure criteria of each phase and the ethical considerations that are needed to be considered in the project essentially to ensure the achievement of the project deliverables. Each phase of IPECC is provided below with the success and failure criteria.

Initiation
The stage focuses on the establishment of the goals and provides the improved level of setting the expectations through which the project’s expectations are mainly defined and the project scope is also stated. The current project of New Royal Adelaide Hospital at the initiation phase aims for the construction of the hospital in South Australia. The project is required to be completed within 7 years (Cpbcon.com.au. 2021). The construction of buildings requires high-end technology and advanced hospital. The stage focuses on the identification of the stakeholders that are necessarily required as it focuses on the high-level resource’s requirements and the development of the high-level milestones for measuring the progress on the way to achieve an objective (Walker, 2015). Further, the stage also aims to set the project deliverables like the most advanced hospital in Australia.

The deliverables also include the 800 beds in which 100 will be the same day beds plus it has numerous economically sustainable methods for initiatives incorporated in the design. The scope of RAH is linked with the advanced level of performance and the improved working topping out of the concrete structure by 2014 September, completion of architectural and functional design by December 2014, etc. as provided in the below image. The planning phase focuses on the success factor related to the development of the final procurement plan and the staffing of the necessary project team. The budget for the construction of the hospital, scheduling of the tasks, staffing and procurement requirements well stated in the project plan will ensure the success of the planning phase. The ethical considerations required are seeking feasible solutions and plans, seeking a lucrative solution and never being willing to hold the project (Gido and Clements, 2014). The selection of any procurement that is higher in cost just for completion of the project on time will be efficient but will not be an effective approach. The planning phase also requires planning related to the health safety of the workforce.

The failure factor includes lack of communication plan, risk management and the procurement plan related to the construction that can lead to delay in the project deliverables. The ethical considerations required are the focus on health safety, maintaining transparency, and selection of the cost-effective procurement deal. The selection of any procurement that is higher in cost just for completion of the project on time will be efficient but will not be an effective approach. The planning phase also requires planning related to the health safety of the workforce (Sears et al., 2015).

Execution
The phase of execution is related to the development, the stage helps to achieve the goals and allows to resolve the problems. The stage at which the project is built, the hospital construction begins at the stage are the first milestone is achieved. The project team at the stage of execution comes to action. The team mainly focuses on the management of the scope, risk, budget and schedule, etc. in the current phase of execution. The stage of execution is required to be considered essentially as the stage focuses towards the action and it will focus on starting with the construction. The construction of the hospital will majorly require the workers to perform the complex tasks on site that requires the essential need of the health safety and physical safety equipments on field.

The execution requires meeting all the necessary project deliverables within the time frame. It focuses towards regular motivation and leadership that is essentially required to be considered as a major part of the project. The construction of the advanced hospital will require major need of the project team to operate with the health safety practices.

The success factor is related to the achievement of the first milestone i.e. topping of the concrete structure. The execution stage also requires the ethics, implications for the project manager of the hospital construction project to ensure the team with health safety, work-life balance, etc.

On the other hand, the challenge is related to the lack of availability of the resources including budget, manpower or time. The execution stage failure can be related to increased absenteeism. The ethical implication here is linked with accountability and responsibility for the completion of the tasks within the timeframe (Ika et al., 2020). The challenge related to lack of availability of health safety can lead to less focus of the project team towards the complex tasks and it can lead to major injuries and project failure too. Thus the ethical implication focuses on enduring the workplace safety and health safety of the project team at all levels at the phase of execution.

Control
The phase of controlling in the project management is linked with the stage of monitoring that allows knowing the necessary changes. The scheduling is also adjusted at the stag and it allows to focus on bringing in changes through the utilization of the controlling. The phase of controlling mainly prefers to focus on the time quality cost and scope (Tereso et al., 2019). The project team is required to consider the changes and bring in an improved level of efficiency in the project. In the current project controlling has allowed us to know the essential need of bringing in the enhanced level of manpower that requires the staffing, and the phase has the organizational level, project level and subprogram level issues. The cost of staffing will increase to manage the timely completion of the project for the construction of the hospital.

The success factor is the availability of the necessary manpower required for the construction of the advanced hotel and it will ensure the completion of the project on time. The ethical implication is related to staffing the individuals fit for the job and focusing toward fair work distribution is necessarily required, the ethical implication for providing the feedback to fix the issues faced (Müller et al., 2019).

The failure at the stage is linked with the changes in the goals that will require major time and rescheduling. The failure is also related to the lack of effectiveness to locate the errors and required improvements. The ethical implication is related to the leadership and the positive culture, respect plus dignity while controlling the project team members.

Closure
The stage of closure is related to the project delivery and the results are acknowledged, it will allow to acknowledge the actual project deliverables and focus on the project success. The evaluation phase will facilitate to bring in the project closure and the organization is provided with the implementation or the use of the project i.e., the hospital will be provided to run the operations, the project deliverables achieved are required to be met with the requirements of the hospital staff, professionals and the patients of the hospital. Further the project will be closed (Larsson, 2020). The stage of closure will allow to know the necessary steps required for the organization to grow and it will facilitate to compare the planned outcomes and the actual project deliverables.

The success factor implies the achievement of all the project deliverables and the milestones, and the ethical implications are related to the fair disclosure of the results, fair accounting practices. The project closure requires the actual status of the project (Barbosa et al., 2021). The failure of the closure phase provides results that are not expected by the stakeholders and are below the benchmark. The ethical implications are related to the essential need of fair disclosure of the results and avoiding sugar coating of the deliverables, like the advancement of the hospital if it is not done up to the mark then it must be disclosed.

Conclusion
The above-provided information is based on the application of the IPECC phases of the project management through which the organization can carry out a project. The project currently is linked with the development of the advanced hospital and the information providers with the implementation of each of the necessary project phases.
